Libyan- French agreement for nuclear energy in agriculture, medical use

Each of France and Libya signed in Tripoli an agreement in the field of civil nuclear researches. It was the first agreement of its kind since the announcement made by the Libyan leader Muammar al-Qathafi by the end of 2003 his decision to give up mass destruction weapons programs.
The agreement was signed on Wednesday evening in an official celebration, attended by the Libyan side by the director of the "national office for research and development" Ali Qashout, and on behalf of the French side by the chairman of the French commission for nuclear energy Allen Buga.
The Libyan minister of labor force Matouk Matouk who attended the signing ceremony expressed Libya's appreciation for France and for President Jacques Chirac for his decision to cooperate with Libya.
Matouk described the agreement as a qualitative turning point in the relations between the two countries saying "we confirm that Libya has converted its mass destruction weapons into construction," in remarks to research in the nuclear field being transformed to peaceful purposes.
For his part Allen Buga said that France has made this step to sign the agreement with Libya "after the Libyan brave step to giving up its programs to develop mass destruction weapons and this is an example that should be followed."
The French official stressed that his country admits the rights of all countries in using nuclear energy for peaceful purposes. The agreement however, limits the use of nuclear energy to the field of agriculture, waters and medical uses.
