Iran ending diplomacy on nuclear issue
Iran-European Union, Politics, 2/6/2006

Iran's top nuclear negotiator Ali Larijani said today that due to Europeans' recent move in the International Atomic Energy Agency (IAEA) Board of Governors the diplomatic conditions as well as the type of diplomatic activities will change in the future.

Asked after the closed-door session of Majlis what he meant by "end of diplomacy," Larijani said, "Our aim in choosing diplomatic channel was to reach a point through negotiations that Iran can have uranium enrichment technology and its non-diversion can be evident to Europeans."

Europeans refused to tread this path and change the course of the country's nuclear dossier by openly announcing that they did not have the diplomatic capacity to solve the problem, said Larijani.

To a question, Larijani said Russian proposal is worth being mulled, adding "Our views about the proposal today is the same as before."

Any proposal offered by other countries on Iran's nuclear issue should be studied by Iranian diplomats and such proposals should take into consideration Iran's rights, said Larijani, adding this is not something which can be solved in a meeting.

Larijani said Europeans should know that the nation's demand is not something which can be compromised, yet Iran's top nuclear negotiator Ali Larijani said that the doors for talks, IRNA reported him saying.

It is not clear how Iran can justify such seemingly very inconsistent position of "we have absolute right and will not compromise, but let us talk to see if we can compromise."

IRNA reported that Asked about the US senator's claims and the possibility of military invasion on Iran, Larijani said the issue is not something on which a stance is needed. "In my opinion, the senator had been sleepy and failed to comprehend the conditions of the time; all those involved in politics in Europe and the US do know that the possibility of military option is very very weak.

"No one would dare attack a country with so much capacity and potential; even as for sanctions they say: "we are not discussing it for the time being;" let alone the military option."

In a possible show of confused internal Iranian position and weakness of resolve, or confused coordination, Larijani said as for the exact timing of resumption of enrichment, Larijani said, "Studies on the president's letter at the Board and inspectors to start activities will take several days."

This comes after the Iranian President ordered full resumption of nuclear enrichment. It is not clear if Iran has concluded that talks and negotiations are not the avenue to secure Iran's rights and proper strategy, and have not been able to articulate this in simple language, or that Iran still thinks that the approach it has taken in trying to project an image of logic and wanting to talk is the proper path, when all that seems to serve is to compromise its position, on what Iran says is an absolute right.

If Iran's position and that of its president is that "this is our absolute right, and we have nothing to talk about," then it is clear that Iran is failing to communicate this concept clearly, and still thinks that using the word "diplomacy" is a good word, instead of recognizing it, as some do, as a bad word used as a tactic by those who have harmful goals and hate Iran, and will use any Iranian well-intentioned desire to explain its position, to weaken Iran's position.

Iran has said that it will start full nuclear enrichment and development, and that the Russian deal is dead as a result of the IAEA decision. What Iran seems to mean is that "You can make threats, or can say what you want. This is our right, and we will not let you take it from us, and this is not subject to talk or negotiation," but because of its "well intentioned desire" and "our rights should be so obvious to everyone," kind of thinking, that Iran has failed to articulate this position even better than it has already done.
