The political blocs met under the chairmanship of the Interim President Jalal al-Talibani and the presence of the American and British ambassadors in Baghdad. Talibani expressed his hope to "form a national unity government on the ground of actual participation of all sides without exception."

The prime minister whose term of office expired Ibrahim al-Jaaaari hoped that the coming phase will see vaster participation in the government and the next government to be a "united national unity government that reflects the reality of the Iraqi political arena."

Member of the Iraqi United List ( Shiite), the big winner in the legislative elections, Sheikh Khaled al-Ateyah said that members of the list agreed on a mechanism to choose a prime minister among four candidates who are Ibrahim al-Jaafari from al-Dawa (call) party, Adel Abdul Mahdi from the Higher Council For The Islamic Revolution in Iraq and Nadim al-Jabiri from al-Fadila party and Hussein al-Shahristani from The Independents Bloc.
