Bush says Iraqi police receiving human rights training

US President George W. Bush said that as part of US efforts to train Iraqi police, the recruits will receive training in human rights and ethics in an effort to prevent abusive behavior.
Speaking January 23 at Kansas State University in Manhattan, Kansas, Bush said, "We've seen some problems about what it means to have lived in a society where people want to seek revenge."
Some Iraqi police have used their status and position "to take it out on others because of past grievances," Bush said. "That's not acceptable to the United States of America, and it's not acceptable to most Iraqis either."
Iraqi troops will be taught how "to handle the enemy," and their trainers will also "make sure they understand human rights and ethics involved with police work," Bush said.
Concerning the War on Terror, Bush called for strong US diplomacy, saying his administration "must constantly remind our friends and allies the nature of the enemy and the stakes that all free countries face."
The United States and other countries are working together to "seize terrorist assets and choke off their funding sources," Bush said, and he repeated his doctrine that "If you harbor a terrorist, you're equally as guilty as the terrorists who commit murder," a reference to the US decisions to take military action against the former regimes in Afghanistan and Iraq.
The president restated his "firm belief" that men and women throughout the world enjoy "natural rights" and a desire for freedom. "This isn't America's gift to the world, it is the universal gift to the world. And people want to be free," he said.
Bush also made comments about the US role in Sudan, US immigration, policies towards Iran and China, and efforts to increase the export of US beef to markets in East Asia.
