The rules of succession in Kuwait used to remove Sheikh Saad

Article three of the Emirate Kheilfa (Inheritance ) law states that "for the Emir to practice his constitutional authorities, he should not miss one condition of the conditions that should be available in the crown prince. If he losses one of these conditions or his health ability to practice his authorities, the prime minister after making sure of that, brings the matter to the Ummah council ( parliament) to consider in his case in a special secret session."
The same article states that "if it is deliberately proved for the council that the condition is dropped or the aforesaid ability, it will decide by a two third majority of its members the transfer of authority practice to the crown prince temporarily or the presidency of the state for him permanently."
Sheikh Saad under went a surgery in his Colon in 1997 and spent one week in the hospital last year because he had a high blood sugar. He traveled abroad several times for medical treatments since then and the last time was in August 2005.
Several senior officials from the Kuwaiti ruling family, mostly from al- Jaber branch met last Friday demanding Sheikh Sabah to run the affairs of the country and expressed their confidence in his ability to meet this demand. This announcement was explained that it paves the way for Sheikh al-Sabah ( 75 year old) to assume the highest post in the country.
However, the issue of ruling the Emirate of Kuwait raised great unrest in Kuwait, but the matter has not reached the state of fears in a country which has its own tradition in settling internal differences calmly.
