Qathafi: citizens should make government policies; no need for power rotation

The Libyan leader Muammar al-Qathafi called for expanding the number of assemblies to allow every citizen to take part in the decision policy of the country.
The official Libyan news agency yesterday quoted Qathafi saying "that the 2935 assemblies in which the 468 basic peoples congresses meet are not enough to accommodate all Libyan adults male and female who should exercise authority through the congresses."
JANA said "The leader called for expanding the number of such assemblies to enable every member of the BPC to speak about everything revise everything and take part in drawing up of his country's domestic and external policies and in all fields with full freedom and enough time."
The agency said "The Leader proposed during his meeting of an assembly of the Basic Peoples Congress of Abumaliana in Tripoli Wednesday evening to increase the number of assemblies in every BPC, and that every assembly should comprise about one hundred people so that the number of such assemblies in Great Jamahiriya (Libya) should not be less than 30000 assemblies in the BPCs (throughout the country) and that such assemblies be unchanged."
Qatahfi was quoted saying "In the outside world, they are putting false classical criteria, i.e., is there elections in a given country or not, is there a parliament, is there a rotation of power? If there is no such things they would say this is a dictatorial country with no democracy." Qathafi added "we tell them: Do your people exercise authority or no? they would say No. Do you have peoples Congresses or not? Are the people's Congresses and people's committees every where? Is the place of the people in authority? and are not leaving it for any other and there is no rotation of such power? They would say No. Then we would tell them you are the dictatorship. How come the people are present (but) every one comes to dominate the people so many years, then comes another one. Is this a rotation of power which they speak about? Once authority is possessed by people, there would be no rotation of power, for in such case to whom the people should hand over power?"
