Al-Qathafi: the money in Libya belongs to the people

The Libyan Leader Muammar al-Qathafi said that there are extra revenues due to the higher oil prices and that "the value of the spared money in Libya is not a secret because all the money belonged to the Libyan people and not a property of a royal feudal or exploitative Sultans or sheikhs," the official news agency quoted him saying.
The JANA report on Saturday said "The Leader explained in his address on the 'day of loyalty' that high oil prices made a surplus of the money other than of the current public budget pointing out that seven billion Libyan dollars have been saved since the beginning of the year and if oil prices remained as they are the value of spared money could reach ten billion dollars in one year."
"When the leader inquired from the governor of the Central Bank of Libya on the value of the total spare money the governor Ahmed Menssei explained that such money totaled 30 billion dollars."
"The Leader stressed in his call to the Libyan people to dispose of such billions available which are accumulating and decide on its fate during the next three months during the convening of the basic peoples congresses. No one in Libya wants to steal it and no one would say he is from a royal family which possess the land and those on it, but it belongs to the Libyan people, the free and the masters who are the king the sultan the Sheik in Libya state of the masses."
