Articles of the draft Iraqi constitution; speaks of racism and terrorism without defining them

We have been publishing some of articles of the Iraqi draft constitution. Here are more articles:

The legislative authority: It is composed of one council named the National Council for Districts. Its members are elected from people of the districts by general secret and secret elections. This council draws the constitution of the district and enact laws in a way that does not contradict with federal laws and its constitution and that the constitution of the district is to be put for referendum, and is considered active after the consent of the people of the district at a simple majority.

The executive authority: It is composed of the President of the District and the prime minister of the district. The president of the district is the higher executive president in the district. He is elected according to the constitution of the district. The Cabinet is considered the supreme executive commission in the district. It practices its authority under the supervision and guidance of the President of the District..The cabinet of the district which is composed of the prime minister and ministers of the district prepare the annual budget for the district. The government of the district is in charge of implementing all demands set by the administration of the district especially the establishment and foundation of the internal security forces for the district including the police, the security and the guards.

Banned organization: every and each entity pursues racism or terrorism, ethnical cleansing are barred together with every and each one campaigning for, especially the dissolved Baath party and its symbols under any pretext. This party should not be within the political pluralism system in Iraq. And this will be organized in a law.

Religion: the followers of every religion or sect are free to practice their religious manifestations including "al-Husenieh" ( Shiite) practices.

The Iraqis are free to commit to their personal status according to their religions, sects of beliefs or own choices. This will be organized in a law.

The woman: a percentage of seats not to be less than 25% are dedicated for woman's participation in the Iraqi parliament.
