Here are some articles from the draft Iraqi constitution:
The prime minister: the President of the Republic assigns the candidate of the largest parliamentary bloc to form the Cabinet within 15 days of the date of convening the first session of the parliament.
The prime minister nominates members of his cabinet within a period not to exceed 30 days from the date of his assignment. The same condition set for the President should be also available in the prime minister and to have got a university degree and to complete his 35 year old.
The prime minister is the direct executive official for the state's general policy and the general commander of the armed forces and he has the right to remove the ministers at the consent of the parliament.
The Judicial authority: the federal Judicial authorities is composed of the higher judicial council and the supreme federal court, the federal appeal court, the general attorney department, the judicial supervision commission and the other federal courts which is organized according to the law.
Authorities of districts: The authorities of districts are composed of the legislative, executive and judicial authorities, according to this constitution, with the exception of confined specializations dedicated for federal authorities. the authority of the district is eligible to amend the implementation of the federal law in the district in case of a contradiction existed between the federal law and the district law over an issue that is not within the confined specializations of the federal authority. Authorities practices by the federal government can be authorized to the district governments and vis a vis at the consent of the two governments. The districts allocate a fair share of revenues obtained at the level of the federation to meet set duties and demands. The districts have the right to have representatives in the Iraqi diplomatic missions abroad to campaign investment and culture in the districts.
The federal system: the federal system in the Republic of Iraq is composed of a capital and districts and decentralized governorates and local administrations. The districts are composed of one governorate or more and one district or more are eligible to be organized in one district at a referendum request to be submitted by two ways: First asking one third of members in each of the governorate's councils which want to formulate the new district; Secondly, asking one third of the voters in the governorate seeking merging. The general referendum is to take place by the people of the governorates concerned and is considered as successful at the consent of the majority of the voters. The referendum can not be repeated once again only if two thirds of the members of each of the governorate council or one quarter of the people of the governorates concerned ask for that.
