Ayman Nour criticizes Mubarak's regime, wants seperation of powers
Egypt, Politics, 8/19/2005

The presidential campaign started on Wednesday in Egypt with the participation of ten candidates and the absence of certain Egyptian opposition forces, especially the Muslim Brothers movement.

The leader of al-Ghad party, Ayman Nour, who is the main rival for the Egyptian President Hosni Mubarak started his campaign by convening a mass conference amid his supporters in Bab al-Shureyah in Cairo in which he criticized what he called "the complete control rule" in the country during the past 24 years.

Nour said that he is not the best man in Egypt that might rule the country, but he is the best to occupy this post among the candidates. He stressed that if he is elected president, the government will last for 24 months and will work to transfer the country from what he called the rule of one person, as is the case now, to a parliamentary system where the parliament has complete oversight over the government, and where the parliament (legislative branch) will be separated from the presidency (executive authority).

He added he will stop all laws that restrict freedoms, adding that "in the beginning, will end the emergency law, and immediately release for all detainees, and end the "parties law" (wich controls the creation of political parties), and end laws that allow the jailing journalists.

Nour said he will work to recognize the others parties, and support giving the Muslim brothers, now banned, a legal status.

He indicated he will abolish several ministries, including the ministry of information and will privatize it, adding he will do the same thing for the press institutions, so as to get out of the business of having the government control and express the views of people. He stressed he will abolish the ministry of justice, so that the higher judicial council will become an independent branch of government in control of running its own affairs.

Nour said that his own election banners will be limited to two words "hope and the change," the two words that he will be focused on from the first day of his election as a President of the Republic.
