Syria's report to UN Human Rights Commission

Syria presented its third regular report to the UN Human Rights Commission in Geneva overnight on the "International Treaty of Political and Civil Rights."
Syria's Permanent Representative to the UN Office in Geneva Ambassador Bashar al-Ga'afari read a statement in which he talked about Syria's stances and positive interaction with the contracting obligations as a result of its joining to international mechanism on enhancing human rights.
He indicated the progress achieved by Syria in the field of protecting and enhancing human rights, adding that the course adopted by Syria since the election of President Bashar al-Assad in 2000 is based on modernization and development in all fields.
The ambassador added that "more than three thousand presidential and legislative decrees have so for been issued in this regard, reflecting credibility of this trend and direction despite the great challenges and real threats our region has been facing due to have been going on in Palestine, the Golan and Iraq."
He stressed that Syria has sought over the past few years to keep coherent with itself and principles and refused to contradict its firm beliefs. "Syria since 1986 has frequently called for a definition to differentiate between terrorism and tackling its roots...it cooperated with the international legitimacy to implement all the resolutions on fighting terrorism," he said.
The ambassador pointed out that Chairman of the UN Security Council Commission praised Syrian strong support to the efforts of the international community to fight terrorism.
He added that Syria has achieved much in the field of protecting human rights in comparison to other countries who claim to be human rights advocates.
On developing internal political life, he pointed out to the May Presidential law on expanding membership of the National Progressive Front, expecting a practical implementation of the recent recommendations adopted by the latest 10th Conference of al-Baath Arab Socialist Party.
He added that Syria has never witnessed any form of racial, religious discrimination, stressing that national belonging is the melting point for all walks of life. "We consider diversity as a source of richness, strength and tolerance, not a source of weakness or fanaticism," he said.
The ambassador indicated that there are hundreds of thousands of Palestinian and Iraqi refugees as well as the evacuees from the occupied Syrian Golan and other dozens of thousands of people who came from central Asia, Sudan, Somalia and other countries.
He indicated that the state of real threat of war and the continuous Israeli occupation of part of Syria's territories had created an extraordinary state that necessitates keeping emergency law in place even in its minimum levels. The ambassador stressed that implementing the regulation of this law doesn't mean, in any form, circumventing the Constitution and laws in Syria or other international bilateral or multi-sided obligations.
