Morocco attaches utmost importance to disputes peaceful settlement, diplomat

"Morocco attaches utmost importance to the procedures of disputes peaceful settlement under the auspices of the United Nations," said Wednesday, Morocco's ambassador and permanent representative to the UN, Mohamed Bennouna.

The diplomat called on all parties to the conflicts to launch good-intentioned negotiations to reach compromises that are indispensable to a final, political and mutually accepted solution.

He added that it would be more realistic to postpone, to June 2006, the adoption of the status of the UN peace consolidating commission, which is meant to be an advising commission that coordinates the actions of the different peace consolidating actors.

He also urged States to have recourse to the International Court of Justice in case of divergence about the interpretation and implementation of the international law, suggesting, in this respect, the inclusion, in all UN-brokered treaties, of a clause providing for the resort to this court.

Touching on the issue of terrorism, Bennouna voiced Morocco's keenness to adhere to the efforts meant to adopt a general convention defining terror acts, noting that this definition should rest on two major pillars, a) that these acts be deliberate attacks aimed at civilians, b) that they seek intimidating the population or exerting pressure on governments or international organizations.

The ambassador also said Morocco backs the suggestion of lifting the Human Right Commission to the rank of a permanent council of human rights, provided that the world legal systems be equitably represented in it.
