Qathafi: UN reform should make the General Assembly as center of power

Libya's Leader of the Revolution received yesterday, the former Mozambiquan President, Jouquim Chissano, the personal envoy of the UN Secretary General. The meeting covered issues related to UN reform.

The official Libyan news agency said "The personal envoy confirmed in the meeting, the importance of the vision of the leader on UN reform, underlining that reform concerns all countries and peoples in the UN through the General Assembly as a world parliament, in which all authorities given to the Security Council should be vested, in order to be an instrument for issuing resolutions and that the Security Council be its tool in implementing its decisions so democracy can be realized."

JANA said "Chissano explained that the mission with which he is entrusted by the UN Secretary General to meet the leader was in line with the importance of this vision and realize the UN ideal reform."

There are efforts to enlarge the UN Security Council, by including Germany, India, Japan, and Brazil, and two African countries, as permenant members, giving them veto power equal to those of the other permanent member states. The US indicated is hasitant to accept such enlargement or giving veto power to these nations. India has said that all members of a new Security Council should be have equal rights whether the veto power is kept or removed as a tool in the Council, in order to make it a more democratic institution. Al-Qathafi, wants to go further in the reform process of the UN, and wants the UN General Assembly to be the only authority at the UN.
