Royal Initiative for Human Development unanimously praised by politicians
Morocco, Politics, 5/19/2005

The royal Initiative for Human Development, announced on Wednesday by King Mohammed VI in a speech to the nation was welcomed with unanimous praise by Moroccan political leaders as the adequate solution to Moroccan problems.

The sovereign unveiled in a speech broadcast by Moroccan TV and radio channels, a "National Initiative for Human Development" designed to provide basic infrastructure to millions, from adequate housing and drinking water to health care and education.

For first secretary of the Socialist Union of Popular Forces (USFP), this scheme comes at an appropriate time and mobilizes all Moroccans.

Mohamed El Yazghi stressed that "Morocco cannot accept that poverty be exploited."

"A pioneer initiative based on Moroccans' patriotism" is how Abbas El Fassi, the leader of the Istiqlal party termed the scheme outlined by the sovereign. The Istiqlal leader also noted that the plan seeks to strike a balance between cities and rural areas, reduce disparities between regions and guarantee social justice.

He went on that the initiative, founded on proximity, good governance and rational appropriation of budget resources, is a contract between the sovereign and the Moroccan people, including all its political, trade union and social components.

It is, he stressed, an integrated plan to fight poverty and exclusion and achieve a comprehensive social development, in parallel to economic development.

For Mohamed Bied, secretary general of the Constitutional Union (UC), this is a "new approach" to address national problems and a wide-ranging homogeneous program.

Bied stressed that the royal initiative comes as an extension of the sovereign's actions geared to human development and crowns the series of royal landmark achievements meant to eradicate poverty, make justice to women.

The same laudatory remarks were made by the secretary general of the Party of Justice and Development (PJD) who voiced his party's high appreciation of the initiative which is liable to cut disparities between regions, social categories and individuals. Saad Eddine El Othmani also stressed that this scheme comes at a judicious time and meets the social urgent needs.

The adherence of all political and social actors as well as various components of the society is a guarantee for the success of this royal scheme, he insisted.

On his part, Khalid Naciri, a leading member of the Party for Progress and Socialism (PPS) hailed the pragmatic approach adopted by the sovereign.

He noted that the scheme meets basic needs and involves all decision-makers to take clear, ambitious and realistic decisions. Naciri also remarked that the initiative will create a new political climate and induce the adherence of all actors eager to go beyond speeches to raise political action to the level of challenges imposed by reality.

For Aissa Ouerdighi, secretary general of the Socialist Democratic Party (PSD), the initiative seeks to upgrade and reinforce social actions to enable Morocco to mobilize all its energies and integrate them in the battle of comprehensive development and, consequently, fulfill aspirations nurtured in this new era for democracy, social justice and the preservation of the dignity of men and women.

Responsibility in implementing the goals of this initiative lies with all actors, government, central and local administration as well as political and social actors, insisted the PSD leader.
