US says partial troop withdrawal is half measure

White House Press Secretary Scott McClellan says the partial troop withdrawal agreement between the presidents of Syria and Lebanon is a "half measure" that "does not go far enough," and calls for the complete and immediate withdrawal of all Syrian military and intelligence forces from Lebanon.
