American administration asks the help of congress to invest in Libya

A message addressed by the US under secretary of state Richard Armitage to the Congress, issued yesterday, showed that the George W. Bush administration asked for a rapid consent to lift the restrictions of providing loans from the American export and import banks to projects in Libya.
The message said that the timing of taking this decision is of great importance in order to help the American companies to invest in Libya.
