Mini summit on Sudan Sunday in Libya
Sudan-Libya, Politics, 10/16/2004

A source close to the Egyptian Presidency said that a mini summit on Darfur will be held tomorrow Sunday in Libya to discuss reaching a political solution for the Darfur crisis.

The source added that the summit will include some Sudan's neighboring states which are Egypt, Libya and Chad in addition to Nigeria, head of the African Union.

The summit comes four days before the date of a new round of negotiations in Abuja between Khartoum and the rebels under the auspices of the African Union, also four weeks from the decision of the UN Security Council resolution no. 1564 which threatens Sudan of imposing sanctions including an oil embargo unless it abides by its commitments especially dismantling the weapons of Jangaweid group.

This summit also comes under the increasing pressures on Sudan, the last of which was a report by the UNHCR Louis Aryour, accusing Khartoum of not being loyal to its own obligations and recommends the deployment of an international police force in the district.

Meantime, the UN secretary general special advisor Khuna Mandis called for taking account of what he called crimes against humanity. An expression which the UN security council has refrained from using in its resolutions on Sudan, though it had recommended an investigation committee. In a step considered as softening its position, Khartoum has accepted the expansion of the African Union force estimated at 150 observers to include protecting the civilians, after it was assigned only to monitor the cease fire and to increase the number of this force by ten folds and permitting its members to enter the refugees camps.

The WHO estimated that 70,000 persons died in Darfur in the last seven months because of malnutrition, describing the situation in the district as the worst internationally.

The director of the organization David Nabaro said that it seems the International community could not give the situation in Darfur its due significance and that its organization might suspend its activity before December this year because of the shortage in financial aids and the weak coordination between non- governmental organization and the UN.
