Kenya's negotiations on Sudan

The government of Khartoum and the southern rebels yesterday resumed in Nivasha the stumbled peace talks.

The Sudanese vice president Ali Othman Taha presided over the Sudanese government delegation while John Garang leads the rebels delegation. Both Khartoum and the rebels on July 28th in Nivasha, Kenya postponed their talks continuous since three years.

Garang said " my presence here is considered as an expression of our unwavering commitment to all pending issues," adding that a successful result of the talks will be an example for solving the conflict in Darfur. The UN special representative for the UN secretary general Yan Brunik said that " this important gathering should not be used to open already signed protocols. It is time to complete work you have already started." It is expected that the two sides will discuss cease fire arrangements and means of implementing a comprehensive peace agreement.

The Sudanese dailies issued yesterday quoted the deputy minister of the interior Ahmad Muhammad Haroun as saying in a speech before the National Assembly that " the government wants a clear definition for the mission of the African observers mission so that not to obstruct the role of the state." Haroun said that some 10350 police men and officers were deployed in Darfur in order to work for restoring back security, noting that number of this force will increase to 12,000 by sending extra units.

It is presumed that the two sides will reach during this round of negotiations a comprehensive and final peace agreement that puts an end to 11 years of civil war.

If Nivasha talks are doomed to failure, this will lead to a renewed war in southern Sudan which resulted in killing 1.5 million and displacement of 4 million person, while the west Sudan area of Darfur has been witnessing a conflict since February 2003.
