Annan's envoy report commends the role of the Sudanese government in Darfur
Sudan-UN, Politics, 9/3/2004
The representative of the UN secretary general to Darfur, Yan Brunik, admitted in a decisive report before the UN Security Council the improvement of the security situation there. A matter which removed the sword of sanctions on the government of Khartoum, while the African Union, on the other hand indicated the renewal of the ceasefire violations in the area.
Brunik stressed in the report he had prepared following a field visit to Darfur that the Sudanese government achieved limited progress as military operations stopped in these areas and its links with Jangaweid militias, which were accused of acts of rape and killing, were cut.
Brunk said that the government provides a safe haven for the areas of displaced people aggregations and expanded vaster security for Darfur areas, adding that the Jangaweid militias continued its acts in other areas and this resulted in killing 50 persons in August.
Brunik talked positively about the role of the government in seven areas, the main of which are human rights, using tribal chiefs to enhance people's rule and its move in the political field.
On the other hand, he criticized the Sudanese government because it did not abide by its commitments to dismantling the weapons of the Jangaweid militias and taking not tangible steps to try those who committed the attacks in addition to the continued state of insecurity in certain area.
Brunik urged the Sudanese government to ask the help of the international community and accept the protection of its refugee people if it is not able to protect them, adding that the best means to achieve that is through the expansion of the African Union mission in Darfur.
However, before the convening of the UN security session, the Sudanese foreign minister Mustafa Othman Ismael expressed optimism over the results. He expressed confidence in statements he made in Khartoum that the UN Security Council will admit the improvement of the humanitarian and security conditions in Darfur noting that the government abided by 60 to 70% of what is being asked.
