Some 99 foreigners are detained in Iraq; Elyawer vows to eliminate terrorism, proposes amnesty

Interim Iraqi President Ghazi Ojeil Elyawer vowed to eliminate the roots of what he described terrorism. He said that the Interim Iraqi government will announce its stipulated decision to pardon persons who carry weapons.
He explained in a celebration held to honor a group of the civil defense forces in Baghdad that declaring the defense law for national security was a middle solution that avoided the government announcing the state of emergency in the country.
Elyawer told the British daily the " Financial Times " issued yesterday that pardoning persons who fight against the coalition forces will be issued within two days.
He expressed his readiness to resume talks with the Shiite leader Muqtada al-Sader if he agrees to drop the weapons and sends a lawyer representing him before the judiciary over the killing of Abdul Majuid al-Khoui in April 2003.
He renewed his welcome to forces coming from Yemen, Egypt and Morocco and refused any forces from the neighboring states.
For his part, the Iraqi minister of human rights Bakhtyar Ameen said that the number if Arab and foreign detainees by the coalition forces in Iraq reached 99. He indicated that among the detainees were 26 Syrians, 14 Saudis, 14 Iranians, 12 Egyptians and 9 Sudanese. He added that the coalition forces also hold persons of Jordanian, Yemeni, Tunisian, Moroccan, Lebanese and Turkish nationality.
He did not disclose if the detainees were held on the background of sneaking to Iraq or involvement in operations inside the country.
This coincides with explosions that shook Baghdad. Five mortars blew up when an American military procession was running in Haifa street in the downtown of Baghdad and this inflected slight damages in a military car, according to one American military spokesman.
