Doha declaration calls for constitutional monarchies in the Arab states
Regional, Politics, 6/5/2004

Participants in a conference in Qatar on democracy and reforms in the Arab world have recommend that the Arab royal regimes to be converted into constitutional monarchies in which a separation is made between the royal hierarchy and executive authority.

Participants in the conference which included almost some 100 intellectuals and politicians from different Arab states and Arabs in Diaspora issued a statement in conclusion of the conference which they called Doha declaration for democracy and reforms in which they also called on minimizing the authorities given to the president of the republic in other regimes and special articles on electing the President of the Republic.

The participants in the conference also stressed that democratic transformation in the region has become an evident request, noting that the intended democracy intends to enable citizens to periodically elect their representatives to drawing the laws freely and this is to be coupled with the freedom to the ownership of the media and guaranteeing the human rights and peaceful rotating authority so as to achieve national security and personal safety.

The declaration also called on declaring the Arab regimes being republicans or monarchies to abrogate the states of emergencies and special courts and honor the law, independence of the judiciary and implementing issued rules overwhelmingly.

The Doha declaration came several days before convening the G-8 summit which is hosted by the US next week and is expected to adopt the: Greater Middle East Initiative advocated by Washington and calls for democratic and economic calls in an area extending from Pakistan to Mauritania.

However, the spokeswoman for the French Presidency said that Paris sees that the greater Middle East project which the US wants to adopt in the G-8 has become acceptable because it is more balanced and establishes foundations to move under consultancy.
