O Yahya government gets the confidence of the Algerian parliament
Algeria, Politics, 5/24/2004
Members of the national people's council ( parliament) approved in an open session at a total majority the draft resolution of the Government of Ahmad O Yahya.
The government program won the confidence of 280 Parliamentarians out of 312 who attended the session. The draft bill was only rejected by the Labor party parliamentarians, while parliamentarians of the national reforms movement refrained from voting.
The prime minister considered the voting of the parliamentarians an indication for the might of the presidential alliance which was formed concerning the program of the President of the republic Abdul Aziz Butaflika, a matter which gives the government a big force and credibility in implementing projects debated in the program.
Replying to questions put by the parliamentarians debated through the discussions, the prime minister stressed the national reconciliation reform. He ruled out the government to issue any new decision or to declare special arrangements, denying simultaneously the lifting of the state of emergency for the time being for security considerations.
On the other hand, O Yahya committed to solve the problem of the missing, stressing that gunmen who give up violence voluntarily will be integrated into society like all Algerians, while others will be fought by all means to ensure complete security and stability in the country.
O Yahya confirmed closing the file of the banned Islamic front for salvation ultimately. He said that its supporters ( the front) or leaders who enjoy civil and political rights can be active freely or join political parties, but the banned party will not be returned back.
The prime minister also stressed his commitment to achieve projects and promises proclaimed by Butaflika during the presidential elections, including revision of administrative divisions.
As for accusations addressed to Butaflika over investing huge sums during the campaign, O Yahya attributed the accusations to the Presidential elections rival Ali Benflis, noting that " he had invested stolen sums of al-Khaleifa( a Young Algerian contractor in the TV channel which cost, according to O Yahya USD 300 million he looted from the assets of the Algerian creditors to broadcast lies and propaganda.) The prime minister committed before the parliamentarians to complete projects which raised certain doubts including the creation of 2 million job opportunities and building one million flats within five years.
At the economic side, O Yahya stressed that Algeria is obliged to maintain partnership with the European Union and is negotiating with the World Trade organization for that purpose and reasons.
He explained that Algeria searches for investment and national and foreign partnership because it is the sole way to create the wealth and achieve development.
In the fuel area, O Yahya indicated that the government's program speaks of opening partnership with foreigners in exploring in order to raise production capacity and this does not mean ultimately privatization of " Sonatrack" ( the Algerian national oil company) which represents 37% of the national economy.
