Al-Qathafi calls for ending the emergency law in the country

The Libyan leader Muammar al-Qathafi called for the abrogation of all emergency laws in the country and to refrain from any legal measure without the permission of the attorney general or issuing a penalty without the confines of the judiciary.

In a speech he had delivered in a meeting with the men of law the judiciary, al-Qathafi called on Saturday evening for the abrogation of al-Shaab court which was established in 1969, to try members of the former regime.

The Libyan leader stressed a better treatment for the prisoners and the detainees and not to ban visiting them. He also called for opening an investigation in the question of Abi Salim prison which was criticized by humanitarian organizations.

Al-Qathafi also called for the need of rapid ratification of the anti- torture agreement, criticizing governments which did not ratify yet this agreement and the countries which practices torture and torture in its prisons and detention centers.

By the beginning of February this year, the Amnesty International visited Libya, in a visit which was the first of its kind since 1988, and quoted al-Qathafi as saying that he " appreciates the organization's recommendations." Meantime, the secretary of the people's committee for foreign relations and international cooperation Abdul Rahman Shalqam said that Libya is determinant to enhance human rights.
