provisional rules postpones the constitution; One soldier from Estonia killed in Iraq

One official at the Palestinian authority announced that members of the governing council in Iraq decided not to sign officially the state run law for the provisional period which will continue until the end of 2005 before next Wednesday.
The official who asked to be anonymous told journalists that it is inappropriate to hold an official ceremony to sign before the end of completing Ashoura anniversary in which the Shiite sect commemorates the killing of Imam al-Hussein bin Ali.
The official in the Iraqi Islamic party, Eyas al-Samera, which is led by Mohsin Abdul hamid, the current President of the council, said that "today ( Sunday) is the last day, according to the agreement, and it is presumed the matter to be completed today following a delay because of marginal matters." According to the agreement signed between the council and the occupation authority on November 15, 2003, February 28 was set as a final date to decide a provisional law by which the Iraqi state is run until carrying out the general elections set initially by the end of this year or the beginning of 2005.
In the same context, one Turkman official said that one Iraqi was killed and other 10 were injured in Karkouk city on Saturday evening when some Turkman opened fire celebrating promises by the governing council to ensure the rights of the Turkmans and putting them in the third place after the Arabs and the Kurds in the forthcoming state law.
The Turkmans, however, have one representative at the governing council, Soun Koul Jabouk, and they have one minister at the Cabinet who is the minister of sciences and technology and also three members in the constitution formulating committee.
Meanwhile, one soldier from Estonia was killed Saturday evening when attackers opened fire at the occupation forces while searching for bombs implanted in the roads of the capital Baghdad.
A spokesman for the occupation forces said that the soldier died at the hospital because of his wounds he had during the attack, noting that one of the attackers was arrested.
The Iraqi police in Karkouk said that one of its members was killed during an attack that targeted a police patrol in the eastern part of the city.
In Musil, an official in the local police stressed that two women were wounded on Saturday evening when one RPG shell launched by unidentified persons missed an on-foot American patrol and hit one house in the northern part of the city.
