Iraqi Interim Governing Council submits to UN Security Council schedule for authority transfer

The Iraqi Interim Governing Council submitted to the UN Security Council a schedule to transfer the authorities to the Iraqis and asked it to issue a new resolution defining a date for the evacuation of the American occupation.
On October 16, the UN Security Council had requested this schedule be submitted,which was laid in coordination with British and American officials, in a date not to exceed December 15th.
The current president of the Iraqi Interim Governing Council said that the new constitution in Iraq will be written by March 2005 and will be debated for a general referendum to people in preparation for elections before December 31st of the same year in order to elect a new government.
To this effect, the secretary general of the Arab League Amr Moussa got a message from Jalal Talibani coupled with a copy of this schedule. Moussa, for his part made contacts with several Arab foreign ministers to brief them on the content of the message.
