The draft final statement of the Arab ministerial meeting on Iraq

The following is the draft resolution issued by the Arab foreign ministers in conclusion of their meeting yesterday evening in Cairo.

The AL council at the ministerial level, after being notified about the AL general secretariat memorandum and the preliminary report of the AL secretary general and the memorandum of the permanent representation of the state of Kuwait no. 255 dated September 1st, 2003 and after hearing the speech of the Republic of Iraq at the council's inaugural session and following interventions held by heads of delegates to this effect with the aim to close the painful file of the past of the history of relations between Iraq and Kuwait, decided

1- considering the Interim Governing Council and forming the Iraqi government as a step towards establishing a legitimate national government, internationally recognized as soon as possible, and to stress the importance of the pivotal role played by the UN in the political operation in Iraq and in the process of strengthening stability and reconstruction; expressing deep concern over the deteriorated security conditions in Iraq which threaten the security of the Iraqi people, condemning the terrorist explosions in Iraq that resulted in killing the representative of the UN security general and their associates, the chairman of the higher council of the Islamic revolution and his colleagues and the terrorist blowing off which hit the headquarters of the Jordanian embassy in Baghdad and resulted in causing the death of several innocent victimts;

It calls on the Iraqis to stand in the face of all attempts aiming at implanting seeds of sedition and differences; condemnation of the flagrant violations of human rights and the international law committed by the former regime in Iraq against the people of Iraq and the citizens of Kuwait, in physical liquidation and mass killing and mass graves including the killing of Kuwaiti prisoners and detainees and other third state citizens and in hiding facts.

Expressing deep condolences to the families of the victims who were recognized by friends; Bringing officials of the former Iraqi regime to justice because of the grave crimes they committed in violating the law; The call to continue exerted efforts to restore back properties and the archive of the state of Kuwait; Calling on the international community and specialized international organizations to work for restoring back the stolen heritage of Iraq to the Iraqi people; A call to provide support and aid to the Iraqi people in their efforts to eliminate obstacles and rebuilding it for achieving a better future for Iraq; Asking the UN security general to follow up this issue in coordination with the chairman of the current session and submit the report to the next session of the council on the results to be attained to this effect.
