Secret negotiations in Chad between Khartoum and Dar Four rebellions

Dar Four rebels, in Western Sudan, said yesterday they are ready to sign a ceasefire with the Sudanese army after an initial agreement concluded with the Sudanese government during secret negotiations held in Chad.
The secretary general of Sudan's liberation movement, Many Arko al-Menawi, said in a telephone interview "Our leader Abdullah al-Baker is currently in Chad and is ready to sign a cease fire agreement."
He added that negotiations took place on Saturday and Sunday in Abichi city, 300 Km from the Sudanese borders, following a mediation carried out by Chad President Idriss Deby. He explained that the Sudanese government was represented by the minister in charge of presidential affairs Tayeb Ibrahim Muhammad Kheir who was in the past a governor for Dar Four province. The Sudan's liberation movement was represented by the " evolutionary leadership council," the highest commission in the movement Yahya Hassan Neil. Al-Menawi said that the negotiations were not held directly, rather through Chad's negotiators. He added "the Sudanese minister left Chad on Monday and asked Abdullah al-Baker to come in person to make the negotiations face to face and to sign a ceasefire proposed by Chad."
On July 24th, Khartoum announced it had severed negotiations with Sudan's liberation movement because the group was seeking to win time to rebuild their ranks.
Sudan's liberation movement was established in August 2001 under the name of Dar Four liberation movement. It has been launching since February attacks against the Sudanese army in various areas of the almost desert areas of Dar Four. The rebels get logistic support from the main rebel movement in Sudan, the Sudan People's Liberation Army, which is deployed in various areas of southern Sudan.
