Yemen calls for the foundation of Arab federation instead of the Arab league

Yemen has called for the foundation of an Arab federation replacing the Arab League and including an inter-Arab court to settle differences among the Arab states. This was according to an official suggestion dispatched by Sanaa to the Arab states.
The proposal states that the federation is to be led by a higher council of leaders of the Arab states to be followed by a federal parliament or an Ummah council and a council for the heads of Arab governments, in addition to ministerial councils for the foreign, defense, security and economic ministries. Also among the proposed joint commissions are an Arab developmental support fund and a commission to settle trade differences.
The proposed Yemeni initiative specifies the objectives of the proposed federation to " coordinat the efforts of the Arab states in international arenas and to work as one bloc to achieve economic integration as a genuine entrance for political unity."
The main principles of the federation is based on "honoring the sovereignty of each and every Arab states and its right to choose its ruling regime and non- interference in its internal affairs, and not to accept having access to the authority by means of force or by illegal means in any Arab state."
Yemen also proposes a voting system based on the principle of the majority of the three quarters in very important issues and two thirds majority in objective subject matters and in procedural matters.
The Yemeni initiative also includes a draft constitution for the Arab federation based on "honoring border standing among the federation's member states" and confirms sovereignty inside the one Arab entity, equal for all member states."
