UN charter binds international community to decide on Moroccan identity of sahara, Moroccan researcher

Article 11 of the United Nations charter dealing with peoples who do not enjoy autonomy, binds the international community to rule on the Moroccan identity of the Sahara, said Moroccan searcher, Saad Regragui.
The researcher told "Attajdid" daily Article 11 binds the international community to operate without delay to the return of the Sahara to the homeland, Morocco, and definitely rule that the Southern provinces are Moroccan as a first step for the final settlement of this question.
On a statement of Algerian president Abdelaziz Bouteflika that the Sahara is an issue of "decolonization," Regragui said it is important to make the difference between decolonization and self-determination, noting that the two are defined by international law. Algeria is playing an important role in the Sahara issue through its backing to the Polisario separatists who claim the independence of Morocco's southern provinces.
For Regragui, the legal settlement of the Sahara issue that lasted more than quarter of a century, goes through the immediate return of the Southern provinces to Morocco as a first step.
In the same vein, Rachid Dakhil, who recently returned to Morocco in response to the royal the call, "the homeland is clement and merciful," that urges the secessionist group advocates to regain their homeland without being subjected to sanction or questioning, told "Attajdid" that Algeria is trying through its position that is hostile to Morocco's territorial integrity to approach the United States in detriment of the Kingdom.
In another interview published Friday by "Attajdid," former UN secretary general, Perez De Guellar voiced hope to see a "fair" settlement to the Sahara question, by preserving Morocco's territorial integrity.
"I hope there will be a solution that preserves the identity of Sahrawi populations and does not undermine Morocco's interests concerning the territorial integrity," said De Guellar who is currently Peru's ambassador to France.
