Details of the agreement with Libya concerning Lockerbie issue

It was decided that Libya would hand over to the chairman of the UN Security Council -- who is currently Syria's representative Mikhael Wahba -- a message in which it admits responsibility over the incident and define conditions for paying financial compensations for the victims and Tripoli confirms it will recognize only civilian responsibility.

Then, a draft resolution will be formulated providing for final lifting of the sanctions imposed on March 31st 1992 and suspended after seven years on April 1999.

These sanctions stipulate to impose air embargo and on weapons and the reduction of the number of Libyan diplomats abroad.

In November 1993, the sanctions against Libya were strengthened by freezing Libyan financial assets abroad and imposing restrictions on importing certain oil equipment. In 1999 the sanctions were suspended after Tripoli handed over two of its citizens for trial before a special Scottish court in Holland. In January 31st, 2001, the court sentenced to life imprisonment one and found the other not guilty.

Libya will pay USD 4 million for each family of the victims as soon as the UN sanctions are lifted. The first payment will be given to the families of the victims, another 4 million if the US lifts its sanctions. Other two USD 2 million will be paid if Libya's name is removed from the terrorism list put by the US.

The British foreign office yesterday summoned representatives of the families to inform them about the details of the tripartite agreement between Libya, the US and Britain concerning a settlement for the Lockerbie issue and to lifting the sanctions.
