Speculation that Lockerbie issue expected to be settled shortly

Well-informed sources stressed that the conflict relating to the blowing up of the Pan Am American passenger plane over Lockerbie town in Scotland in 1988 is almost settled.
The sources remarked that the case had almost settled if Libya would show readiness to shoulder responsibility about the incident.
The sources explained that Libya will write to the UN Security Council and will claim responsibility for the death of 259 who were on the board of the plane and 11 others on the ground.
The sources added that events are going in this direction and might start moving next week.
The starting point is represented when Libya starts opening a bank account in Europe in which it deposits 2.7 billion dollars, which means offering each victim 10 million dollars.
The lawyer who represents several families of the victims told his clients in July that August 14 was set to sign the agreement of opening the special bank account.
He explained in a message he had sent to his clients last Monday that he hopes to sign the agreement of the special bank account agreement next week but he did not set a date.
The family of one of the victims said that there are indicators that the special bank account agreement prepared by the lawyers of the families of the victims and the Libyan government and the International settlement bank might be signed two days earlier, but noted that this operation was exposed to a delay for long periods of time.
In 1992, the UN imposed sanctions on Libya and the sanctions were suspended in 1999 after Libya had handed over its two citizens suspected to be involved in blowing up of the American plane.
In order to lift the sanctions permanently from Libya, Libya has to accept responsibility for the event and to give up what is called terrorism and to agree to cooperate in other investigations. These are all issues that Libya might touch upon in a message to be sent to the UN Security Council.
