Disagreement persists in security council over Baker plan on sahara
Morocco-UN, Politics, 7/30/2003

UN Security Council's experts, who met for the third time Monday over the Sahara issue, could not reach an agreement on the draft resolution presented by UN secretary general special envoy for the Sahara, James Baker.

Maintaining some controversial paragraphs in the draft resolution that tend to impose Baker's latest proposal continues to hamper any compromise.

Several delegations who expressed their opinion in the council backed the French amendments aimed at encouraging parties to negotiate and reach an acceptable solution. delegates who underlined that there were ultimately two irreconcilable approaches in the Security Council.

The same source added that from now on consultations will obviously take place at the level of ambassadors of member states.

In a previous meeting held on July 23, the same experts failed to agree on a draft resolution to support the latest plan for the Sahara floated by James Baker.

France had announced refusal of any imposed solution in the Sahara conflict and that the best way to resolve the problem is through a solution that enjoys the consent of all parties.

Morocco had officially notified to the United Nations secretary general its refusal of the latest plan proposed by Baker and said it remains ready to start dialogue to reach a fair and realistic settlement to the issue.
