Morocco and France agree on work program focusing on Morocco's priorities

Morocco and France agreed this Friday at the end of the high-level heads of government meeting held in Rabat this July 24-25, to implement a joint work program that focuses on the Moroccan government's two priorities: economic modernization and proximity policy that means to meet the Moroccans' social needs.
In a joint statement released at the end of the meeting co-chaired by Moroccan prime minister, Driss jettou, and French peer, Jean-Pierre Raffarin, Morocco and France agreed to deepen their cooperation in improving the kingdom's economic and social environments, supporting corporate development, transforming national savings and fighting terrorism funding and money laundering.
A special focus was laid on the need to set up new funding implements to transform national savings into productive investments. It was also agreed that low-cost housing, basic education, health and urban transport are appropriate areas for the joint program of action.
Morocco and France also deem that decentralization, as a factor of local development and democracy deepening, is instrumental in the proximity policy adopted by the Moroccan government. They agreed that the upcoming high-level encounter of heads of government in 2004 should focus its debates on decentralized cooperation and participation of non-governmental actors.
Regarding Morocco's request for a privileged status in its relations with the European Union, a status that would grant the Kingdom a status that is above association but below full membership, France says it is resolved to contribute to the fulfillment of this aspiration.
