Governing council: priority for security, economy, end of Baath party, a federal system

The transitional Governing Council in Iraq issued a political statement in which it defined nine basic points for its work, mainly ensuring security, elimination of the Baath Party, drawing the foundation for a multilateral democratic federal system, and to revive the economy, denying simultaneously the existence of any difference between its members over leadership.

The council's statement highlighted nine points in the political area, all concentrating on the council's mission especially "ensuring security and stability to citizens and protecting its properties, reviving the state's departments and rebuilding them, especially the Iraqi police and army forces, firm challenging of the attempts of terrorism and damage by hirelings of the former regime." The statement also stressed "speed implementation of the governing council decision on forming specialized court to try the officials of the toppled regime who took part in crimes against the Iraqi people."

The statement spoke of "launching the national reconciliation initiative with those who have not committed crimes against humanity, and to rehabilitate them within the Iraqi society in a an atmosphere of transparency and recognizing facts." The council stressed determination to "draw the foundation for a multilateral federal system that ensures public freedoms, the freedom of expression, and honoring human rights and honors the Islamic identity of the majority of the Iraqi people, the rights of women and enhancing the judicial authority and ensuring its independence."

The statement explained that "launching a democratic process to decide a permanent constitution for the country" is in the forefront of this item.

The council vowed to work for ensuring "public freedoms through revitalizing the state departments and eliminating spots of corruption and damage which target economic and service utilities and preserving the environment," as well as "reviving the national economy and creating job opportunities and improving living conditions of citizens through pursuing a balanced economic policy based on mobilizing financial resources and improving economic capabilities, encouraging the private sector and the atmosphere of investment and dealing with the foreign debts problems."

The council also considered one of its main objectives is to "develop, qualify and restructuring of the oil sector and the national oil companies in a way that serves the national economic policy objectives" as well as "forming an establishment to provide care to martyrs' relatives and families and ensure necessary compensations for the victims of ethnic and mass annihilation victims and confiscation of properties practiced by the toppled regime."

The council considered that all "components of the Iraqi society of Arabs, Kurds, Turkmans, Keldan and Assures and other minorities are invited to take part in the process of building the new Iraq.

The council stressed it seeks to "develop Iraq's foreign relations with the Arab and Islamic states and with the international community so as to ensure security, stability and reciprocated interests and common interests."
