New Sudanese conditions for signing an agreement with Garang

The Sudanese government has linked its signing of a final peace agreement with the rebels under the leadership of John Garang to reaching a "just and applicable" agreement. Ghazi Salah eddine, the advisor of the Sudanese President for peace affairs said in statements to the Sudanese news agency that he expects that signing a final peace agreement in Sudan will be only done after "reaching an applicable and just peace agreement."

The Sudanese officials explained that the date which was announced as a final date for signing the peace agreement -- in remarks to August 15 announced by the US administration -- is not mandatory for the Sudanese government and is just an expression of the desire of those who adopt it. He added that basically, the success of the current round of negotiations is based on the content of proposals debated by the mediators and the extent of its validity for application and coincidence with the "bases of just settlement which is satisfactory for the government."

For their part, the rebels expressed their satisfaction over a draft agreement the mediators hope will pave the way for a peace agreement that ends the 20 year old civil war in the country. The mediators gave the two parties a draft agreement dealing with pending main issues. They said they asked the two sides to express for their comments on this agreement by the fall of today morning.

A source with the rebels in Nakoro said that the rebels are pleased with the draft which the mediators hope to be the base for a comprehensive and final peace agreement they will prepare by the fall of mid August this year.
