New conditions for partnership between the executive and legislative authorities in Syria
Syria, Politics, 6/14/2003
It is a well-established fact that the Syrian People's Assembly ( parliament) has not been in the heart of the political and economic life in Syria since a long time. This Assembly which is dominated by the Baathists since the 1960s is actually a basic alley for the government which also controlled by the Baathist leadership, and therefore differences have never occurred between the two sides in recent decades.
This means that the idea that the parliament's proposal to cast confidence on a minister or a government is still a matter that is not given to the parliament and thus weakens it from performing its full function.
However, there are indicators that there is an intention to formulate a new form of "contract" between the two sides; the legislative authority and the executive authority. A contract that can be noted even before the formation of the current People's Assembly session, revealing that the coalition between the two sides is still continuous but under new conditions.
In this context, the new PA session will discuss the government's statement, amid expectations that the sessions will witness "a heated" discussions never tested by the legislative and executive sides.
According to what President Bashar al-Assad had indicated that the expected government's reshuffle depends on the performance of the parliament in the discussions sessions of the government's statements, next week will make the parliament the focal point for the Syrians in the first test for this parliament in its 8th session, but the first under the rule of President Bashar al-Assad.
