The rationalization of governments: concrete measures of every law, program and department

It is essential that the efficiency of resources allocation, as input, and the output they produce be measured in concrete terms, in order for the public to be able to continuously assess how well a department, an organization, a program or a law is performing.
Indexes should be developed to measure the different important factors that expose the efficiency and utility of a law, a program or department.
One such measure, for simplicity's sake and as an example, that should be implemented for every program, and department, is what we will call the "cost of bureaucracy or management" which would measure for example the percentage of the money being spent on a program, and how much of this money is being used for the intended function. This would tell us how much of the money is being spent on administering the program or the department, and its efficiency.
Another crucial measure, would be a concrete "cost-benefit analysis" that would show the utility of a law, program or department. This is such a fundamental concept, that when implemented systematically, does not only serve to rationalize allocation of resources, which is at the heart of maximizing economic growth, but will enrich the government and society with values of rational thinking, that will yield enormous side benefits in creating a concrete (i.e. scientific) understanding of the issues involved -- no matter how difficult these issues are to qualify and quantify, and will dramatically enhance social stability, by rationalizing governments and public debates to the maximum extent possible.
Such measures should be established and standardized and made mandatory, for every law, program, and department, and made readily available to the public. These measures, safeguarded to be of the highest qualify and integrity, would allow the public and experts to judge these laws, programs, and departments.
