Iraqi interim administration to draw constitution; elections in two years, occupation will deliver authority only to an elected government

The Anglo- American occupation administration of Iraq announced yesterday its determination for form an interim Iraqi administration, that stems from a national conference decided to be held by the end of June or July. The basic mission of this interim administration is to draw a new constitution to the country, stressing that the authority will be only transferred to an "elected government," but this administration to be not formed before one to two years.

The representative for the British government in Iraq, John Soars, said " we need more than one year and less than two years" to organise the elections. He explained "there are no documented statistics, an imperative matter to prepare lists of voters."

Soars expressed his hope to forming the interim administration which will prepare for having a new Iraqi constitution following the national congress which will be held by the "end of June or beginning of July." The Iraqi groups held a meeting in Baghdad by the end of April in the presence of the chairman of the reconstruction and humanitarian aid office in Iraq Jay Garnar that included some 250 representatives for Iraqi organizations, during which it was agreed to convene a national conference by the end of May in order to reach the formation if a 20- member interim government.

The new American ruler, Paul Bremer, backtracked from obligations vowed by his predecessor. He stressed, through one of his aides that he does not intend to form "a government," but instead, an Iraqi authority.
