Al-Qabas: Arabs mull revamping major institutions

A group of Arab states are in intense contacts to mull inter-Arab relations and the role of the Arab League (AL) in view of dramatic regional and international changes including the fall of the Iraqi regime, a Kuwaiti daily reported yesterday.
Kuwait's Al-Qabas quoted an Arab diplomatic source as saying that Egypt was formulating certain ideas aimed at setting up a strong pan-Arab organisation that would be able to grapple with growing regional challenges.
According to al-Qabas, the source, whom it termed as a senior Arab diplomat, said the reform formula envisioned by Egypt was based on a set of principles, notably the creation of an Arab security council of five to seven members who would be elected every two years.
"The Arab Security Council will be assigned with resolving inter-Arab disputes and imposing sanctions on any country, which does not abide by the council resolutions," the paper quoted the source as saying.
The source added that an Arab court of justice would be established to rule on inter-Arab disputes and those cropping up with other countries.
"Also the suggested principles," he added, " include abrogating the rule of voting by consensus at the level of all agencies of the League, including the Arab summit meetings."
