King Mohammed congratulates Qatar's Amir on new constitution
Morocco-Qatar, Politics, 5/2/2003

Morocco's King Mohammed VI congratulated the Amir of Qatar, Shaikh Hamad Bin Khalifa Al Thani, on the approval by the Qatari people of the new constitution with the majority of 96.6 per cent during a referendum held last Tuesday.

King Mohammed VI expressed heartfelt congratulations on the success of this referendum that translates "the common and unanimous will" of both Qatar's head of state and people.

The message also highlights the sovereign's "deep consideration" for this "grand achievement" that consolidates Shaikh Hamad's successful actions aiming to build the rule of law and modern democratic institutions.

The new constitution states the establishment of a parliament in which people elect the majority of its members. It also guarantees the basic rights especially to self expression, assembly and religion in Qatar.
