Al-Anbaa: On the Sudan government - rebels agreement
Sudan, Politics, 4/21/2003

The advisor of the Sudanese president for peace affairs, Ghazi Salah Eddine, has stressed that so far no agreement was made on the possibility of giving the rebels the post of vice president or the percentage of Southern Sudanese in the central Sudanese government and the state's establishments in future.

In a statement to the Sudanese daily al-Anbaa issued yesterday, he said that the government was persistent during the negotiations which took place with the rebels in Nairobi, recently to have a united national army during the provisional period in contrary to what the movement demands.

Salah Eddine denied that the three areas of "Abyan, Jibal al-Nouba and the Southern Blue Nile" would be subjected to the principle of self- determination or self- rule as the case with Southern Sudan, adding that the three said areas and according to the declaration of IGAD principles and the Mashakos agreement do not affiliate to southern Sudan and therefore what is applicable to it is not applicable to the south. However, Salah Eddine stressed the right of the said areas to just demands of resources and authority.

Salah Eddine also welcomed the announcement made by John Garang, the leader of the rebels in southern Sudan to transfer his movement into a political democratic movement this year, stressing that peace will not be complete in Sudan unless the rebel movement is changed into a political movement.

Both the Sudanese government and the rebels agreed to that Garang will be appointed in future as Vice President in Sudan.
