Iraq creates four military areas
Iraq-USA, Politics, 3/17/2003

The Iraqi President Saddam Hussein issued a decision last week for the partitioning of Iraq into four military zones in preperation of any war started by the USA. The Iraqi President handed over Baghdad's leadership to his younger son Qusai while he distributed other area on his aides.

The Iraqi president said yesterday before several of his military aides that the allegations made by Washington and London that his country owns mass destruction weapon are a "big lie." while the Iraqi foreign minister Naji Sabri said that his country is prepared for the war "if it will take place just after one hour" and that food shares were circulated on the Iraqis and are enough until the end of August this year.

The Iraqi president said that Washington "appoints herself as a judge on the world, claiming that Iraq is producing banned weapons, at a time it permits the evils of the world including the Zionist entity to produce (nuclear) weapons". He added that the Iraqis will transfer the war to any place in the world if they are invaded.

Moreover, Iraq's Revolution's Leadership Council decided to divide the areas militarily, a measure which also preceded the war against Iraq in 1998 in order to ensure "means for deterring any aggression carried out by the forces of evil" according to a decree issued by the revolution's leadership council stating that leaders of the four areas will get their orders directly from the Iraqi President Saddam Hussein who kept for themselves the authority to use "the air forces, the land to land missiles and the air defense means, and leaderships of areas were granted vast authorities."

Qusai was given the central area which includes beside Baghdad the governorates of Salah Eddine with Tikreir as a center, al-Anbar, Deyala, Babel and Waset.

The Iraqi defense minister Lt. Gen. Sultan Hashem Ahmad was appointed as a deputy for Qusai Saddam Hussein. The northern area will be under the leadership of the chairman of the revolution's leadership council, Ezzat Ibrahim. It includes he governorates of Ninoia, Karkouk, Irbil, Dhouk and al-Suleimaneyah.

The other three governorates are situated in the Kurdistan area which is out of control of the Iraqi regime since 1991.

The leadership of the southern region will be by Saddam's cousin, Ali Hassan al-Majeed, who had the task to oppressing the Shiite uprising in the area following the second Gulf war in 1991. This area includes the governorates of al-Basra, Zee Qar and Meisan. The central Euphrates area to the south of Baghdad will be led by Mazyan Khuder Hadi, member of the revolution's leadership council. This area includes the governorates of Karbalaa, al-Najaf al-Qadeseyyah and al-Muthanna.

According to the partition decree ( issued by Saddam), the Iraqi second army as well as all "human and material resources which will be decided by Saddam" was placed under the command of the leader of the central area, Qusai. In the north Izzat Ibrahim has command of the first and 5th armies while the third and fourth armies and the naval forces were put under the order of Ali Hassan al-Majuid, the commander of the southern area. The border guards is to be led by the leader of the central Euphrates area
