What exactly does the USA mean by 'Iraq must disarm?'

The United States keeps reiterating that "Iraq must disarm." The US claims that Iraq has nuclear, chemical and biological weapons or capabilities. But the US has failed to provide credible evidence to this effect, and all efforts so far by UN inspectors have yielded no proof of such claims.

The US, if it needs support for its position needs to define:
1. How does Iraq constitute a threat, or worse yet, an imminent threat to the US? What is the evidence?
2. What specific and well defined steps that Iraq needs to take to become "disarmed?"
3. Why the sudden and great urgency for war is if the questions above have not been fully addressed? One answer may be that the US hopes to convince other nations to support it against Iraq by creating a false dilemma: that you can't convince Iraq to disarm, without a serious and credible military threat, and thus the US must build a military momentum for war against Iraq. When in fact the opposite may be true. That the military momentum the US is building will itself be used by the US as a logic to justify that war is inevitable, and should be accepted as a fait accomplished, once world countries joined the US position.

If the US is not willing to start by answering these very basic issues, then it would be reasonable to conclude that the US does not have any real evidence against Iraq to justify its claims.
