Libyan responsibility for Lockerbie incident reported
Libya-USA, Politics, 3/13/2003

News reports in London said quoting well-informed sources that Libya is willing to accept the civil responsibility for blowing up the American Pan American plane over Lockerbie following negotiations n London, attended by US Department of States Bureau of Near Eastern Affairs head, Assistant Secretary William Joseph Burns.

News reports said that Libya will pay to the families of the victims of the incident in all 2.7 billion dollars with each victims's family to be given 10 million.

A source close to the negotiations in London said an agreement is imminent. The source added that the agreement stated that Libya should pay compensations for the families of 259 killed persons with the majority of them being Americans and members of the plane's crew and other 11 persons killed on the ground where the plane crashed.

Worth noting that there have been many such reports in the past of an imminent deal that never materialized.

However, the sanctions imposed by the UN on Libya were suspended but without being completely lifted after Tripoli had handed over the two Libyans suspected to be behind the attack. The Libyan Abdul Baser al-Miqrahi was convicted in the incident in a Scottish court held in Holland, while the other accused Elamine Fheima was found not guilty.

The USA had at the time if the incident accused Libya of involvement and bombed Libya killing in the attack the Libyan leader's daughter.
