Security must be guided by respect for civil liberties, UN human rights chief says

The top United Nations human rights official yesterday stressed that even in times of grave uncertainty - when there was a sense that "no one is safe" - a comprehensive strategy for security can and must be guided by the rule of law and respect for human rights.
