Five point American plan to place Iraq under military rule, to satisfy Saudi Arabia, Kuwait, Egypt
Iraq-USA, Politics, 2/14/2003

The US has drawn a plan of five points aiming at ruling Iraq after the war through an American military rule supporting an Iraqi consultation council appointed by Washington, according to what was disclosed by the Canadian "Club and Mail" in a report to its correspondent in al-Sulimaneyah, which is under the control of the Kurdistani National Federation, issued on Thursday's issue.

This was stated by several opposition leaders who gathered in this Kurdish city on Tuesday, stressing that the American envoy Zalmai Khalil Zada conveyed this plan to representatives for three main Iraqi opposition groups in a meeting held in Ankara during the weekend vacation.

The three leaders added in interviews with them that the provisional plan includes five points: installing an American military ruler; forming a consultation council including Iraqi figures; forming a judicial council with the task of formulating a draft for a new constitution; replacing the current ministers and their deputies by American military officers; electing a national constitutional society after one year from assuming the authority in Iraq and ratifying the standing constitution.

A report by the paper's correspondent said that the opposition members expressed their conviction that the American plan which was drawn to please Saudi Arabia, Kuwait and Egypt, because of the fears of these countries of the idea of a new federal democratic in Iraq, provokes fears of the eruption of a sectarian fighting in the future in Iraq and the possibility of the emergence of a regime of a Shiite majority of the current opposition forces that destabilizes the balance of forces in the Middle East.
