Preconditioned Libyan compensation for families of Lockerbie victims

Lawyers representing Libya have signed the latest copy of an offer disclosed on Tuesday providing for compensating relatives and families of 270 persons who were killed in the American Pan Am planes which exploded over Lockebie town in 1988, according to which they will get 10 million dollars for each victim in three installments, that are linked to lifting the sanctions imposed on Libya.

The US government kept itself apart from the negotiations and gave no promises to lift any of the sanctions considering that Libya cannot "pay money to escape other (imposed) conditions (that it must meet)." The message which was circulated on the families of the victims last Monday included slight changes in comparison with another offer circulated in August, but this time bears the signatures of five lawyers representing the Libyan side.

The agreement states to pay a first payment of four million for each family at achieving the first stage ( Libya's claimed responsibility for the attack ), and then reimbursing another payment of 4 million in case the US agrees to lift the trade sanctions imposed on Libya, and the last payment is 2 million in case the US Department of State agrees to chop Libya's name from the list of countries sponsoring terrorism.

The blowing up of the American Pan Am plane while in a flight between Frankfort and New York on December 21, 1988 over the small village of Lockerbie in Scotland resulted in killing 270 persons, of whom 259 on the board of the plane with most of them are Americans and 11 on the ground.
