Mubarak: Democracy requires democratic institutions

Egypt's President Hosni Mubarak yesterday addressed the closing session of the ruling National Democratic Party's General Congress saying Democracy requires "Activating democratic institutions and creating the environment which enable individuals to make independent decisions are also major components of democracy," he said.
