Committed to agreement, Bashir negotiates only on points approved in Mashakos
Sudan, Politics, 9/7/2002

Amid continued military preparations to restore back the city of Tourit from the hands of the rebels, the Sudan People's Liberation Army (SPLA), the Sudanese government informed Kenya's President Daniel Arab Moi through members of the negotiation team in Nairobi its conditions to resume negotiations with the rebels whose attacks against Tourit, resulted in halting these negotiations.

An official at the Sudanese foreign ministry said that talks with President Moi included reservations shown by the government in the special memorandum to suspend Mashakos negotiations. He stressed that launching any new negotiations should start from former points already settled in previous rounds.

President Moi had received a message from the Sudanese President Omar Hassan al-Bashir in which he stressed the commitment of the government to Mashakos agreement, and renewed his confidence in the Kenyan president as a chairman for the special committee on Sudan in ( IGAD), and Kenya's supervision for the southern Sudan peace negotiations.

Meantime, the Sudanese president stressed his government's commitment to the Islamic teachings. He added that Khartoum will always be the capital of Islam, and will only be Muslim, and will implement the Islamic Sharia, despite statements made by the leader of the rebels movement John Garang about a neutral and secular Khartoum.

Talking to a march sponsored by the state of Khartoum in solidarity with the armed forces in the context of the military build up following the rebels forces occupation of Tourit, Bashir added "we are preparing to fight 13 years ( the time this movement has been in power,) once again in defense of Khartoum and in order not to be secular."
