Qathafi's White book for solving the Palestinian question

Libya's Leader of the Revolution Colonel Muammar al Qathafi announced he will give the African federation what he called the "White Book" including a solution for the Palestinian question through the founding of a single democratic state for the Palestinians and the Israelis, allowing the return of all refugees and making this country free from all mass destruction weapons, noting that this is the only solution for the standing conflict.
Worth noting that Qathafi had written a book titled the "Green Book" in which he sites his political ideas.
In a speech delivered on Saturday evening in the Libyan Sabha city on the occasion of the 32nd anniversary of the September 1st revolution, he said that the Arabs have failed in their unionist national project since the emergence of "Globalization," which tore the Arab nation.
He added that some Arabs had condemned Libya at the UN Security Council when two Arab states approved a very dangerous resolution against Libya, in being a terrorist state and has to abide by and subjected to paying compensations for the victims of the Lockerbie incident.
Qathafi added that at the meantime, the Arab League is humiliated, a failure and deserves nothing.
On the other hand, Qathafi called for serious efforts in order to reveal the implications behind the disappearance of the (Lebanese) Imam Mousa al-Sader and his escorts in Libya in 1978, describing al-Sader as "a revolutionary, and a friend and that his loss is loss for Libya and the revolutionary movement and Islam." He added, a solution should be reached in this regard in order to put an end to distorting Libya's image. He referred to the various conflicts in Lebanon during the disappearance of al-Sader among the Lebanese and Palestinian factions. He compared the disappearance of al-Sader and the killing of Kamal Junblat, whose story of killing ended while the issue of al-Sader continues to face Libya.
He also announced that his country will abide by international law after it has for long protested it. He added "we have (no choice) but to abide by international law, and surrender to the international community that is fed lies by the US, otherwise we will beaten under the foot."
